Bad news is that Florida will get some of the money. That is bad because Florida has no history of transportation policy except highways.

Not necessarilly. Tri-Rail has been a success, which sets a precedent for the state, though ridership is way down thanks to unemployment and low gas prices. Besides, if they’re going to do it, they’ve got to start some time, right?
I agree, Florida should start sometime, why not now? After all, they’ve been studying HSR since the mid-1970s, from what I remember. They deserve it.
