Old news. This was announced several months ago. It won’t really be FEC either, but a FEC subsidiary. This is probably done so that if it fails, the subsidiary can just be quietly closed down.

I have a feeling the subsidiary setup will allow FEC to contract out their passenger operation to an experienced operator, perhaps one connected with a major rolling stock manufacturer, for an “all in one” package.
